Statutory consultees

As set out in the Local Democracy, Economic Development and Construction Act, the responsible regional authorities must consult with a number of named (or described) organisations. These organisations are:   

  • English Heritage (the Historic Buildings and Monuments Commission for England)
  • Natural England
  • The Environment Agency
  • Any of the relevant authorities whose area is wholly or partly in or adjoins the region
  • A parish council any part of whose area is in or adjoins the region
  • The responsible regional authorities in each adjoining region
  • The Commission for Rural Communities
  • Network Rail
  • The Highways Agency.

Any person-

  • to whom the electronic communications code applies by virtue of a direction given under section 106(3)(a) of the Communications Act 2003 (application of the electronic communications code); and
  • who owns or controls electronic communications apparatus situated in any part of the region; 

Any – 

  • Strategic Health Authority 
  • person to whom a licence has been granted under section 6(1)(b) or (c) of the Electricity Act 1989(4)(licences authorising supply etc.);
  • person to whom a licence has been granted under section 7(2) of the Gas Act 1986(5)(licensing of gas transporters);
  • sewerage undertaker;
  • water undertaker exercising functions in any part of the region.
