In July 2007, the Government introduced the single regional strategy in the Sub-National Review of Economic Development and Regeneration (SNR) to strengthen sustainable economic growth in England’s regions.
Since then the Government has clarified the scope of the regional strategies and identified that regional development agencies and local authority leaders’ boards - known as the ‘responsible regional authorities’ will be jointly responsible for their production.
The Local Democracy, Economic Development and Construction Bill introduced the SNR proposals into Parliament in November 2008. A draft policy statement on regional strategies was published to support the proposals.
The Bill became an Act of Parliament on 12 November 2009 and a Policy Statement on Regional Strategies was published in February 2010.
The legislation was enacted on 1 April 2010, giving local authorities in the region and One North East a joint responsibility for developing, monitoring and implementing a new strategy for North East England.
This new strategy will have to include details of how the regional economy plans to grow, how housing supply figures will be tested, and how the region will contribute to national carbon reduction, renewable energy and climate change adaptation targets.

Although the Government has stipulated that regional strategies should cover these specific policy areas, the exact content may change as legislation and associated guidance is developed.
This wide-ranging legislation gives communities and local people new rights to have a say in their local services, strengthen local democracy, reform local and regional governance arrangements and implement measures to drive economic regeneration.
The economic trends of globalisation and technological change will make it increasingly important that places can respond quickly and flexibly to economic change if they are to increase prosperity and tackle effectively concentrations of disadvantage. There will be an increasing premium on enterprise, innovation and skills.
